Abstract

An important factor in generating statistical information on administrative offenses is the use of existing administrative data sources. It should be noted that, as a whole, relations between state statistics bodies, respondents and users, as well as other legal entities that carry out activities related to the collection and use of administrative data, today are in accordance with the rules of the current legislation are based on certain principles. In particular, the principles of ensuring the reliability, objectivity and confidentiality of the data, the use of minimal costs for compiling statistical information, the openness and accessibility of the statistical methodology. The observance of these principles implies ensuring the most convenient access for users to statistical information and provisions of the statistical methodology on administrative offenses, interest of users in obtaining reliable and objective statistical information on administrative offenses, free provision of administrative data obtained at the request of state statistics bodies carrying out activities related to their collection and use, etc. Therefore, there is a need to determine the quality of data from administrative sources. Assessment of the quality of statistical information on administrative offenses obtained from administrative sources should ensure comparability and consistency of statistical and administrative data, ensure completeness of data, their compliance with statistical needs and timeliness of their receipt. In this regard, the quality of statistical information on administrative offenses in 2015–2018, obtained from administrative sources based on court data, was characterized, the principles of quality assurance of statistical information on administrative offenses developed using administrative sources were formulated, measures were proposed to eliminate identified when examining the shortcomings and complexities associated with the study of statistical and other administrative offenses.
