DETERMINATION OF THE PLACE OF INTELLECTUAL CAPITAL IN THE SYSTEM OF RESOURCES OF INNOVATIVE POTENTIAL

Abstract

The article is devoted to the consideration of innovative potential, which reflects the ability of the economy and industrial complexes of the regions of the country to change their parameters for rational use of available economic opportunities aimed at a qualitatively new level of development. Based on the current global trends, it is determined that at the present time, the leaders in terms of development are those countries where the focus is on such basic production resources as knowledge, intelligence, innovative programs, information technologies and high technologies. Such potential could be described as «innovation potential», which became a conceptual reflection of the innovation activity phenomenon. The definition of the concept of innovative potential is generalized, own definition is proposed. The main approaches to the evaluation of innovation potential used in the world practice are presented. It is determined that it is advisable to use an integral indicator characterizing the size of the innovation potential of the national economy for a comprehensive generalization of the innovation potential. The stages that determine the integral evaluation of innovation potential are highlighted. A comprehensive assessment of the innovation potential of the economic system involves the existence of a reasonable and scientifically validated system of indicators and а presence of a statistical base. In the general sense, innovation potential generates change based on knowledge, objectives and organizational consciousness, while technological potential, generates new knowledge, models, projects by using intelligence and supports innovation activity and innovation processes by that. Among the complete list of resources, intellectual resources occupy a special position. Intellectual resources of the economic system are a set of scientific and general knowledge of employees, their experience, knowledge, skills and abilities that create the products of intellectual activity. Whereas intellectual resources are transformed into intellectual capital. Therefore, there is a connection between the concepts of «innovation potential» and «intellectual capital».
