THE CONCEPT OF FORMING ORGANIZATIONAL AND ECONOMIC MECHANISMS FOR REDUCING LABOR LOSSES

Abstract

Human potential is at the heart of each country's national wealth, which is at the same time the driving force and goal of economic growth. As you know, in the economy of man is central to the system of industrial relations as one of the factors of production. Therefore, the preservation and efficient use of labor in social production is a crucial prerequisite for the sustainable growth of any country. At the same time, it is extremely important to ensure that there is a mechanism for managing this process and for the state authorities, various institutions to establish systematic measures to prevent and reduce the amount of labor losses. The purpose of the article is to reveal the model and structure of organizational and economic mechanism for reducing labor losses as a factor of economic growth in Ukraine by defining its basic principles, structure, principles, main directions of implementation. In the article the conceptual bases of formation of organizational and economic mechanism of reduction of labor losses are substantiated, the action of which will be directed on reducing the negative influence of determinants on the processes of formation, distribution (redistribution) and use of labor. The main purpose of its functioning, indicators and criteria of performance evaluation, objects and subjects of management, sub-mechanisms, strategic tasks within which specific measures should be developed to reduce the level of premature mortality, emigration, disability, unemployment and economic inactivity of the population. The study identified the following key goals: ensuring the conservation and enhancement of workforce capacity; ensuring the realization of citizens' rights to work and expanding their employment opportunities; ensuring the principles of decent work in the workplace. The key criterion for evaluating the effectiveness of measures is a system of indicators: increase in output per capita; per capita consumption growth; an increase in excess production per capita.
