IMPROVEMENT OF INFORMATION SUPPORT OF ECONOMIC ANALYSIS OF THE PUBLIC PROCUREMENT SYSTEM BASED ON INTERNATIONAL EXPERIENCE

Abstract

One of the components of control over the public procurement system is the analysis of their effectiveness, which allows evaluating the thrift and effectiveness of using budget funds. In Ukraine, public procurement remains one of the main areas of corruption abuse at all levels of government and a factor in significant financial losses of the state. So, conducting of such analysis is critically important. The purpose of the article is to improve the information support of economic analysis of a public procurement system in Ukraine by studying the methods for evaluating the effectiveness of a public procurement system that are used by World Bank experts. Indicators of a general assessment of the effectiveness of the public procurement system were grouped by the author according to the methodology of the World Bank. Based on the results of the analysis of the World Bank Report «Procuring Infrastructure Public-Private Partnerships Report 2018: Assessing Government Capability to Prepare, Procure, and Manage PPPs», methodical explanations were given regarding the assessment of the public procurement system of Ukraine. The author carried out a step-by-step comparative assessment of the public procurement system of Ukraine. For comparison, the following European countries were selected: Great Britain (for the indicators of «Preparation» block), Slovakia (for the indicators of «Purchase» block), Portugal (for the indicators of «Contract management» block), Italy (for the indicators of «Unclaimed offers» block). It was revealed that the existence of unclaimed offers in the public procurement system is a negative phenomenon, since it leads to a distortion of information on the use of public (budget) funds, and then the inability to carry out a qualitative analysis of the use of budget funds. At the same time, streamlining of the terminological apparatus, in particular, the concepts of «procurement» and «public procurement», as well as the delineation of the functions of electronic platforms in the context of public and commercial procurement, will allow to carry out a qualitative analysis in various analytical areas. The article substantiates author's approach to improving the information support system for the economic analysis of public procurement in Ukraine based on international experience.
