Abstract

The article deals with forms, methods and types of public-private partnerships (PPP). Determined that important strategic decisions in the context of environmental threats and the depletion of ecosystems is the formation of mechanisms of public-private partnerships, the focus of the society and key steak holders for the restructuring and development of environmental infrastructure and the achievement of sustainable natural resource management. The implementation of the PPP it is possible to obtain a synergistic effect, which will contribute to improving the efficiency of government and business by combining them. Therefore, it can be argued that the synergetic effect of the implementation of public-private partnership consists of a combination of economic, social and environmental effects. Cooperation between the public and private sectors in the field of environmental security is a special form of PPP that is specifically designed to improve crisis management through joint coordination and cooperation between private and public representatives. For the development of effective tools for combating modern security threats requires the participation and cooperation of all parties — governments, the private sector and citizens. The public and private sectors work together on preparing a risk assessment, the public sector distributes the best practice for further actions. The private sector can help the state through the creation of expert groundwork for the effective allocation of resources. The generalized practice of the use of forms of PPP defines several main directions, which are implemented in the agreements of partnership between the state, private owners and companies. The Trinity system is the presence in it of three main components, without which it is impossible to imagine the innovation process: the state (represented by public authorities), science (represented by the subjects of scientific activity) and business (which represent the business entities). The initiative, which is aimed at overcoming the existing problems of development of science and technology and the stagnant trends of the business acquire a strategic nature.
