Abstract

The purpose of the article is to propose a general, regular approach to solve the problem of economic security which are to prevent threats rather than eliminate their consequences what includes a number of methodological and practical components using multi-variants of scenarios of realized threats arising from the contradictions regarding the economic security of establishments of higher education (EHE) in the budgeting process. The study was conducted using the methods of theoretical generalization, systematic approach and analysis (SAA) of complex systems. The use of this method shows that there is an organic link between threats and contradictions. As the higher education system is human-governed, the solution of a number of problems at the legislative level can not only prevent but also completely eliminate some threats. Applying the provisions of the SAA and having a list of threats, it is advisable for each of them to carry out variant studies of the implementation of this threat, which in the future will allow to perform the analysis of the scenario and to identify those elements can not be allowed. This will open the cause and effect relationship in the script, thus preventing the threat. Threat prevention by breaking the cause and effect relationship eliminates the possibility of a negative event, which eliminates the need for risk assessments, which qualitatively improves the economic security of the EHE. The ultimate goal of elimination is to create multi-variant scenarios to overcome threats, to break the components in the scenario, which will lead to the impossibility of threat.
