Community Information Assistance: Foreign Experience for Ukraine

The article investigates the peculiarities of legal regulation of the role and importance of library institutions, modern information, socio-communication, socio-cultural centers in the information support of communities, analyzing the current legislation, legislation of foreign countries and the legislation of the EU member states. Considering the leading foreign experience of interaction between state authorities and public as criteria of effectiveness of mechanisms of state administration to promote the development of civil society, attention is paid to the generally accepted international principles of information services work in support communities or public authorities.The peculiarities of functioning of information and communication spaces in communities public libraries, new approaches to cumulation, dissemination, introduction into the system of strategic communications of information about the historical, cultural features of communities, to the exchange of information within the united territorial communities, between communities are determined. Their organizational and technological, software and technological, information and technological, intellectual approaches and methods of work with arrays of sources of information circulating in social information communications are revealed.The attention is paid to the peculiarities of the work of SIAZ NBUV as an important information and analytical structure that provides information to communities in the sphere of social, political and economic processes in Ukraine, explores the information and technological features of the formation of the national information space in the period of information confrontation, peculiarities of functioning of national libraries as subjects of the national information resource aimed at strengthening information sovereignty and ensuring information security, problems of using the information resource of social networks for development of informatization and socio-economic and cultural development and analyzes the opinion of citizens of foreign countries on events in our country and its relations with foreign partners.
