Consolidation of Ukrainian Scientists Indicators Represented in International Scientometric Systems

Abstract

The problems related to the ways of evaluating the effectiveness of the scientific activity of ukrainian scientists in the absence of Ukrainian national index of scientific citation and the complex current economic realities are considered. The main problem of the research was to find ways to solve the problem of creating a national publicly available scientific-metric information and analytical system that would operate reliable statistical data on research activity in Ukraine. The urgency of creating a national scientometric project using the technology of consolidation of indicators from leading scientometric systems such as Scopus, Web of Science, Google Scholar and Cybermetrics Lab is substantiated. Particular attention is paid to the analysis of the Ukrainian scientometric project − the analytical and information system Bibliometrics of Ukrainian science. The conceptual bases for its construction are presented and the main source base − bibliometric profiles of Ukrainian scientists created on the global free access bibliometric platform Google Scholar are highlighted. The urgency of creating such a system in Ukraine is great due to the lack of constructive dialogue between the scientific community, the system of science management and society as a whole. Establishing of such a dialogue requires objective information about the state of science and education, their potential and opportunities to promote economic development and solve social problems. Emphasis is placed on the fact that the analytical and information system Bibliometrics of Ukrainian Science developed by reseearches of V. I. Vernadsky National Library of Ukraine corresponds to the principles set forth in the Leiden Manifesto on Scientometry, which recommends to develop multifaceted monitoring of scientific activity for its further expert evaluation, and information on the state and potential of science as well as the quality of educational processes. It is stated that usage of analytical tools of the analytical and information system Bibliometrics of Ukrainian science could assist significantly in achieving managerial tasks in formation and realization both the state policy in science development and a verified source base for experts.
