Abstract

The article examines the features of using a business plan as a tool for airline management at different stages of the management cycles of PDCA and SDCA in a global pandemic crisis. The global Covid-19 pandemic has identified new unpredictable operating conditions for most civil aviation entities. It has been established that most representatives of the world aviation business, including Ukraine, have shown unpreparedness and inability to overcome the crisis, avoid bankruptcy and withstand competition. It is determined that the most common form of modern planning of long-term development of the enterprise borrowed from the practice of European airlines is business planning in a specific documentary form. It is specified that the implementation of business planning is an effective tool of airline management in conditions of uncertainty. It is proved that despite the requirements of practice, aspects of the application of business planning as a management element are borrowed, not clearly defined and not adapted to the conditions of Ukrainian airlines in the crisis. The business plan is presented as a unified system of substantiation of activity, which allows to carry out adaptive management at different stages of the management cycle of PDCA and SDCA. The stages of the airline's management cycles are substantiated and the sequence of their implementation and interrelation are presented. It is proved that the business plan, as the basis of airline management, allows to analyze all elements of the airline, identify factors of negative impact, threats and opportunities, consider alternative actions, predict financial results, which will optimize operation and minimize the impact of the epidemic crisis. The vectors of the airline management are determined on the basis of business planning in the conditions of crisis uncertainty. The unified structure of the business plan as a basis of airline management taking into account the stages of management cycles is presented. Practical recommendations for the use of a business plan as a guiding management document in conditions of uncertainty during a pandemic crisis are offered. Further areas of research are to determine the methods of adaptation of business planning as a tool for crisis management of Ukrainian airlines at different stages of financial and economic condition
