CONCEPTUAL MODEL OF PUBLIC ADMINISTRATION OF LOGISTIC SUPPORT OF JOINT ACTIONS OF SECURITY FORCES IN THE CONDITIONS OF CRISIS SITUATIONS

The present time in Ukraine is characterized by the constant occurrence of crisis situations. Unfortunately, over the past five years, the trend towards an increase in crisis and emergency situations that threaten the state security of Ukraine has continued. This is primarily due to the joint forces operation (JFO) to restore peace and security in the east of Ukraine. When crisis situations of peacetime occur, the state security forces are used to respond to them. To guide the response to such crisis situations, Unified (joint) special government bodies (Situation Centres) are created, which, among others, must rely on the task of comprehensive support (mainly logistic). Analysis of management and organization experience of security and defence sector formations' logistics support in the JFO area has showed that the existing system is ineffective because unbalanced and costly management mechanisms are used, and the logistics support systems of virtually every security and defence forces have a complex multi-level management system, an uneven and cumbersome infrastructure. Therefore, it is advisable to introduce a unified system of public administration of logistic support of joint actions of security forces in responding to crisis situations that threaten state security, and also develop its conceptual model. The article examines the concepts of state security, crisis situations that threaten state security, as well as the public administration mechanisms of logistic support of joint actions of security forces in responding to crisis situations. A conceptual model has been developed and mechanisms have been clarified, and conceptual principles of the public administration mechanisms of logistic support of joint actions of security forces in responding to crisis situations threatening state security have been substantiated.
