Herramienta interactiva para apoyar la capacitación en formulación de proyectos bajo la metodología de marco lógico para las Mipymes del área metropolitana de Medellín

There are organizations in charge of promoting innovation, addressing the issues of the productive sector that prevent increasing productivity and the implementation of practices that allow the access to economic resources and training to facilitate sustainability and to increment the competitiveness. The analysis of the results of the TECNNOVA calls of years 2010, 2011, 2012 and 2014, for which SENA hired the partnership "Oportunidad Estratégica y Servicios Especializados de Información S.A.", shows that in the evaluation of the impact of the Innovation and Technological Development program, the companies consider that SENA should use additional incentives besides the economic one, such as training in project formulation and counseling about the idea of innovation. Although there are a lot of available books, articles, videos, multimedia material, among others, that contain information so the organizations and people in general get to know and formulate research, technological development and innovation (I+D+i) projects under the Logical Framework methodology (LFM), the reported alternatives usually take a lot of time and specialized knowledge that lead to significant difficulties for implementation. Hence, in recent years, there has been a development of tools, as virtual applications, that allow the training in related subjects, in a practical and interactive way. Identifying key factors, it is proposed the design and development of an interactive tool easy to understand and implement, that allows the formulation and formalization of projects under LFM and that helps the postulation of proposals in public calls where research, technological development and innovation projects are financed, since one of the requirement is that the proposals must contain an adequate an logical formulation. This tool allows an easy access and the knowledge appropriation about the implementation of the LFM, making easier the project formulation. In this document, results of the research performed and the initial design of the tool using Excel templates under LFM are presented. A validation is performed to asses the relevance of the aspects to include in the design and development for the web version.
