It has been shown in the article that on the background of the increased attention of the state to supporting the population's solvency of monopoly enterprises utility services payments the housing problems remained transposed to ineffective (financially unsound) apartment owners and building co-owners. Taking into account the depreciation of the housing stock, there is a danger of its accelerated destruction. The purpose of the article is to show the threat to life expectancy of the population as a result of inhibition of housing reproduction as a social good and outline ways of solving the problem at the macro and micro levels. The problems of reducing the new housing construction, the lag in major repairs of the existing housing stock and the approach of critical term of most buildings constructed 30-60 years ago; deterioration of quality, increase in the cost of residential services; falling solvency of citizens, lack of sufficient funds in budgets of all levels. The methodology of the research has been based on the historical and logical analysis of the economic and institutional conditions for the functioning of the housing sector. The novelty of the study is to assess the scale of necessary expenditures and investments for the normal maintenance of residential buildings, difficulty to attract them with current property relations and isolating management to the level of separate houses. In order to form an "effective owner" in the housing sector limited opportunities for distributing joint ownership of residential buildings as a predominant form of home ownership have been substantiated. The proposed new managerial and financial solutions at the level of enterprise managers are of practical importance, taking into account the necessary support from the local and central authorities. The necessity of mass surveys of the state of houses and proposals by the managers of flexible forms of their subsequent maintenance and repairs has been shown.
