Improving Organizational Provision of Implementation of Regional Industrial Policy in the Carpathian Economic Area

Abstract

An in-depth study of industrial enterprises in the sectors that are considered to be high-tech, shows that the industrial complex of the Carpathian economic region in particular, as well as Ukraine, is in general in the third technological structure, which is based on the predominance of priority development in the structure of industrial production of the share of heavy machinery and electrical engineering. chemical industry. The vast majority of industrial enterprises do not meet the requirements and world standards for material, resource and energy intensity. All this leads to a decrease in the level of competitiveness of Ukrainian products, and therefore requires a thorough scientific research. The purpose of the article is to justify the ways and directions of improving the organizational support for the implementation of the regional industrial policy of the regions of the Carpathian economic region. In the process of work the general methods of scientific research, table and graphic methods of scientific visualization have been applied. The conducted research showed that the strengthening of orientation of regional industrial policy in the direction of stimulating the development of industries that are characterized by a higher value of the index of specialization: light industry (textile manufacturing, clothing, leather, leather goods and other materials), woodworking (wood products manufacturing, paper and printing activities) and furniture manufacturing. Estimation of the optimality of the structure of the industrial sector of the Carpathian economic region by ownership applying the "golden section" rule ("golden proportion") proves that an important prerequisite for the formation of effective institutions for the development of the industrial sector is not so much the processes of denationalization and privatization, but the improvement of the parameters of the sector's development in their consequence The situation in the Transcarpathian and Chernivtsi regions is most closely related to the risk areas and, in our opinion, this requires attention from the regional government authorities in terms of stimulating privatization processes at the oblast level. The practical significance of the results is to formulate practical recommendations aimed at improving the organizational support for the implementation of regional industrial policy. Further research will be aimed at refining the recommendations of the applied nature in the context of each of the areas.
