Institutionalization of Land Relations Management in the City

Abstract

The relevance of the research topic is determined by the concentration of the population in a limited area, excessive man-caused strain on urban land, the actualization of environmental, transport and other problems of the modern city, and the reform of the state system of the country. On the lands of cities that make up only 2.2% of the territory of the state, there are ¾ of basic industrial production assets and more than ⅔ population, almost 95% of scientific research institutions. In the conditions of existence of various forms of ownership of land, the system of state planning of urban development has become a thing of the past. The land market, functioning in cities, has radically changed the investment climate. State investments are reduced to a minimum, and private interests of market participants do not have a proper justification in outdated town planning documentation. Pluralism of forms of landed property necessitated a differentiated approach to the formation of the functional and planning structure of cities. This requires a scientific justification of the system of managing land relations in the cities of modern conditions, especially in connection with the decentralization of power and the reform of local government. The purpose of the article is to study the composition and functions of managing land relations, the formation of a system of government bodies and the definition of their basic powers. Based on the use of general scientific and economic methods of research, the analysis of existing legislative acts, monographic publications, textbooks, teaching aids, urban programs for the use and protection of land, urban planning and land management documentation, directions and mechanisms for improving the management of urban land use have been processed, which is a novelty of the study. The proposals contained in the article have a practical direction. It has been substantiated that the decentralization of power and the reform of local self-government cause a fundamentally new relationship between the city center of the territorial community, settlements within the community and adjacent rural areas, which requires further research on improving the land management system and changing the role of cities in the formation of the land use of the united communities.
