ORGANIZATIONAL-PEDAGOGICAL AND EDUCATIONAL-METHODICAL SUPPORT OF VOCATIONAL EDUCATION INSTITUTIONS WORK IN GERMAN OCCUPATION ZONES OF UKRAINE IN 1941 –1944

Abstract

Second World War and the related occupation of Ukraine by German troops and its allies are negatively affected the situation of local society. Germany fought for the future «living space» for the «Aryan» people, and therefore, in case of its victory, deep deintellectualization and the absence of any prospects for the creation of an independent political regime awaited Ukrainians. In the imagination of Hitler and his immediate orthodox entourage, Ukrainians would perform the functions of manual labor and should serve the relevant needs of German colonists. However, the victory dreamed of by the Nazis was still far away, and even the defeats of the Red Army in 1941 did not bring Germany closer to a successful end to the war on the Eastern Front. In addition, it turned out that it was impossible to start implementing the strategic goal of the established occupation regime «straight away and immediately». The actual failure of the «Blitzkrieg» also contributed to this. But the performing of purely tactical tasks of the occupation policy, which provided for the predatory exploitation of captured resources, put the German authorities in need of training a certain number of qualified personnel for many sectors of the economy. The objective reality was that in order to successfully exploitation of the occupied territorial space and keeping the local society in relative obedience, the German authorities needed many specialists recruited from the «aborigenes», who were Ukrainians in the imagination of the new German colonizers. And these specialists were catastrophically lacking, «thanks» to the Soviet military mobilization, evacuation and tactics of «scorched earth». The occupiers had no other way but to prepare them by organizing the work of vocational education institutions.
