Abstract

Technological breakthroughs in the last century, when the world was quickly globalizing, resulted in significant changes in states' policy production both inside and outside their countries. During Cold War, the increasing power of media pushed the public vote, which became an important element in politics, even further. The devastation of this war required states to produce policies based on soft power rather than hard power, making it necessary for states to consider other states and their public votes in their foreign policies. Starting with the US in the post-1945 period, when hot conflicts between the blocs were replaced with alternative means, all countries turned to public diplomacy as a new arena for tug of influence.Türkiye has carried out public diplomacy activities with foreign propaganda and promotional nomenclature in order to convey the change experienced within the country's borders since 1923, long before the change. The manipulative power of cinema led Türkiye to the cinema to promote the country, and between 1923-1945, the issue of cinema was considered an important activity for the purpose of the country's image. In this context, this paper analyzes how Türkiye regarded cinema as a means of public diplomacy for the promotion of the country and through which institutions it constructed the process.
