The changing framework of bilateral relations is affecting each side's perceptionr, and it is critical for both conties to manage this strategic competition properly. The author argues that China and the United States should learn from the experience and lessons of the Cold War period. The both sates are trying to identify problem areas in which there are disagreements in order to create conditions for managing and resolving these contradictions in the field of economics and politics, including new mechanisms for crisis management and maintaining channels of dialogue at all levels
