Social consensus – an effective technology of anti-crisis management in the local government system

Abstract

The article focuses on the problem of reaching a consensus when overcoming any crisis, which is characterized by a sharp and qualitative change in the existing system or process and is a type of destructive conflict that has a destructive nature, both at the personal, social and public levels. It was found that achieving public consensus means ensuring agreement (coincidence in views and actions) between subjects of public power (state administration and local self-government) on various issues of functioning and development of the state and territorial community and civil society as a whole. The experience of achieving social consensus in the post-war periods in the USA, Germany, and Japan is characterized, and proposals are developed for local self-government bodies regarding the definition and application of its basic markers, such as content, structure, signs of manifestation, and anti-crisis management tools. It has been established that consensus is one of the effective technologies of anti-crisis management, which results in an agreed solution acceptable to the conflicting parties, in the development of which all participants in the conflict interaction rationally and consciously participate: at the state level – state authorities and civil society; at the local level – local self-government bodies and residents of the territorial community. It was determined that the main objects of possible agreement in the system of local self-government are: final goals (freedom, equality, justice), which make up the structure of the basic ideas of the population about the purpose of social development of the territorial community; rules of the game or procedures based on current legislation on the system of local self-government; the content of public policy at the local level. Three levels of social consensus are characterized: valuable – at the level of acceptance by society, the territorial community; procedural – at the level of the state system and its consolidation at the local level; effective – at the level of public policy in the state and at the local level, which fixes the relationship in the "power-opposition" system at all levels of public administration and is a particularly important level of realization of public consensus in the conditions of a full-scale war between Ukraine and the Russian Federation
