Abstract

The article substantiates the conceptual foundations of an iterative approach to institutional support for the implementation of state policy aimed at developing investment interaction between government, business, and society on the principles of partnership. The essence of iterativity is revealed as a multi-stage cyclical process that involves planning, implementation, monitoring, evaluation, and adjustment of strategic documents and programs. The hierarchy of institutional instruments is analyzed – from the concept and strategy to the national program, regional and local strategies, and the “roadmap.” The role of built-in monitoring and evaluation mechanisms in ensuring the flexibility and adaptability of policy is defined. The necessity of updating the Concept for the Development of Public-Private Partnership is substantiated, taking into account the challenges of post-war recovery, digitalization, and the integration of international practices. It is proven that the iterative approach increases the efficiency, resilience, and effectiveness of investment policy, builds trust among key stakeholders, and contributes to sustainable economic growth
