COMPETENCE MODEL OF THE GRADUATE OF UNIVERSITY IN THE CONTEXT MODERNIZATION OF THE RUSSIAN HIGHER EDUCATION SYSTEM

The article presents a competence model of the university as a part of the graduate education program. The necessity of modernization of educational programs accord- ing to the requirements of GEF BD and professional standards is substantiated. It emphasized the importance of concerted action by all stakeholders, close cooperation of universities with public authorities and representatives of employers in achieving the expected results in the formation of a set of declared competencies. We generalize the positive foreign experience of interaction between universities with the government and employers, promoting employ- ability of graduates. As the backbone component of the model are considered the results of study on the basis of correlation with the outcomes in the workplace, ensuring the quality of higher education
