Abstract

Identified and systematized the main factors determining the formation of human capital needs in an innovative socio-economic system: the development of knowledge-intensive high-tech industries; increasing the share of services in the structure of production; changing forms and methods of doing business; the level of remuneration for the realization of human capital; state influence on economic processes; especially the innovative capacity and structure of the economic system in a particular jurisdiction. Specified the main directions of modernization of human capital in innovative social and economic systems, which is to improve social standards and social tools on the basis of balancing the interests of the state, employers, employees, trade unions and social services (education, health) for the purpose of ensuring a decent standard of living for labor costs by obtaining adequate income, environmental protection, human rights, the promotion of equality and social justice.
