Abstract

Background. The globalization of international trade, a wide choice of products of the same functional purpose, but which differ by quality level, tough competition of producers have caused a need to guarantee the safety of products for consumers. The differences in the technical specifications greatly impact the trade, that's why a problem of national legislation's improvement and harmonization to the norms of international one has become especially important. The aim of the study is critical analysis of the best practices of technical regulation systems in countries of EU and current state of this activity in Ukraine, identifying national system's of technical regulation reforming priority directions. Material and methods. The basis of methodological base of research is the methods of scientific knowledge, a systematic approach and synthesis, legislative and regulatory acts, scientific works of domestic and foreign scientists. Results. In EU countries the same for all members legislative and institutional structure of control, based on pre-existing national systems and mechanisms to ensure food safety, has been formed. Thus one of the leading places takes problem of risk management that is appropriately reflected in EU regulations. Relevant amendments to legislation to eliminate existing discrepancies with national and European regulatory regulation base remain essential for Ukraine now. Also, in our country the system of central executive bodies is being reformed. Its aim is to eliminate duplicative requirements and optimization of their activities. Conclusion. The priority task of technical regulation in Ukraine is the creation of mode, which is adapted to the norms of EU system. This system should meet the needs of modern market economy, guarantee safety of products, which are introduced into circulation, provide effective regulation and improve business environment and facilitate the integration of Ukraine into the world economy.
