STRUCTURAL REFORMS AS PRECONDITION FOR INTEGRATING BELARUS INTO THE WORLD ECONOMY

Abstract
Problem of integrating Belarus into the world economy is considered from the point of view of modern tendency of Belarus economy development. The article analyzes definite potential of economy, effectiveness of its functioning in comparison with the developed countries. The author comes to conclusion that the regional integration within the limits of customs union shall be directed at creating preconditions for integrating Belarus into the world (first of all European) social and economic system. Precondition for successful integration into the world economy is implementation of structural economic reforms in Belarus. Aim of research: analysis of Belarus economy within the context of the world integration process, its comparative potential and effectiveness, role in the system of international division of labor, internal factors predetermining the integration directions of Belarus economy. Results of research: due to the objective and subjective peculiarities of Belarus economy functioning, absence of actual preconditions for the European integration, customs union may become the necessary stage of integrating Belarus in the system of international division of labor. Creation of full?fledged customs union and approval of the single customs code by the participating states are natural and logical stages of developing integration in the sphere of customs and tariff regulation of the region. The research shows that the customs union may prove its capability and effectiveness and grow into the deeper form of economic integration ? common economic space (CES) in case of reaching compromise permitting to satisfy key interests of the participating states. This is live process which shall solve the discrepancies of the last years: equal price accessibility of energy carriers (for the time being declared for Belarus by 2015), administrative barriers on the way to trade flows and differences in the rules of re?export and price formation, as well as subsidizing of economy. In author's view, in definite circumstances connected with the successful implementation of structural economic reforms, Belarus may realize the preconditions for further European integration within the limits of CES.
