The compulsory national health insurance as a social payments guarantee

One of the constitutional guarantees of citizen’s rights is a guarantee of right to health and medical assistance. Compulsory insurance should be a state’s system of legal, economic and organizational measures, aimed at the indemnification or minimization of consequences of the change in financial situation of citizens, vulnerable to social risks. An insurance fund and insurance contributions of the fund of compulsory national health insurance would be not only a source but also a guarantee of social payments.
