Abstract
This article examines the democratic reforms that were implemented after the inde- pendence in the Republic of Uzbekistan. The liberalization of the administration system and the gradual transmission of certain functions of the Central government bodies to local gov- ernments is analyzed. The theory of decentralization and the practical work of developed countries show that, if strengthened political, administrative and financial authorities of the local authorities, quickly and effectively resolved social and financial issues a certain territo- ry, a civil society will develop. In the Republic of Uzbekistan, which develops on the basis of its own Uzbek model substantial reorganizations to decentralize governance are implemented
