Along with the implementing of the 4+4+4 system during the 2012-2013 school year, Minister of National Education (MNE) also had the "Science and Technology" educational program changed to "Scientific Studies". With this new educational program, the "Scientific Studies" class was held for the first time for elementary third grade classes. Scientific Studies class is crucial in that it provides a foundation later educational periods for students. The questionnaire of spatial conditions and necessity condition in science teaching (QSCNCST) is developed in order to analyze the spatial and necessity conditions of primary school teachers in science teaching. The sample for this study includes 366 primary school teachers. The item analyses are done according to validity and reliability of the questionnaire, and the following data are calculated: Cronbach's alpha factor of reliability is .950, as the results of two semi-structured reliability test analyses, factor of Spearman-Brown is .741, and factor of GuttmanSplit-Half is .687. It has emerged that it is convenient to be valid and appropriate to be used as the final version includes 46 items, and the question sare categorized for spatial and necessity needs. The questionnaire of spatial conditions and necessity condition in science teaching (QSCNCST) is developed in order to analyze the spatial and necessity conditions of primary school teachers in highly commendable science teaching.
