Abstract
The purpose of this study to determine: (1) How is the quality of learning instruments developed by the learning model based on the problem to improve students mathematical problem solving ability, and (2) How to increase students mathematical problem solving ability by using a learning device developed. Learning instruments developed is a book teacher, student books, lesson plans, LAS, and test instruments problem solving abilities. The population in this study were all students of VII class Junior high school state 12 Pematangsiantar 2014/2015, by taking samples of two classes totaling 70 students. This research is the development research of the Thiagarajan development model, Semmel and Semmel, the 4D model that has been modified. The development process consists of four stages, namely: define, design, develop and disseminate. The results of data analysis show that the quality of learning instruments developed by the learning model based on the material problems of linear equations and inequalities of one variable in VII class SMP Junior high school state 12 Pematangsiantar is viewed from a valid, practical and effective. There was increasing in mathematical problem solving ability of students by using learning instruments developed.
