LEGAL PRINCIPLES OF REORGANIZATION OF ARCHIVING IN 1920s–1930s

Abstract
The article is devoted to the question of making reforms of archival establishments, creating legislation framework and centralization of archives in Ukraine. Some questions are due to the process of denying the democratic ruling by the net of archival establishments and bolshevization of archival personnel. During the examined period, the Ukrainian net of archival establishments had a lot of changes, among which were a governmentalization of archives and integration of archive bodies into totalitarian system of conducting the social life. Analysis of USSR archival legislation for the period of 1920–1930s shows that despite disadvantages, the legislation principles played an important role in the development of the archive sphere. They codified and showed norms within issue of preservation of archival documents, their ordering and accounting, organizing the net of central archives, financial strengthening of archival system, making better the whole status of archives and archival establishments. An important meaning had the decisions about «the only» State Archival Fund of the Republic which founded not only the notions OSAF USSR within scientific and social circulation, but they also opened its content and composition. But despite declaration of «uniting» of state archival fund, forming a separate party's fund violated the essence of the concept and created a precedent of being not the state Archive Fund. The final centralization of archives at the federal level for a long time deprived Ukrainian OSAF right to self-development.
