Law enforcement has not been able to provide a deterrent effect against the perpetrators of abusers of narcotics so that the victims of crimes against drug abuse in Indonesia is increasing, the study of comparative law needs to be done to find a solution to these problems is to conduct research on the legal system of the country of Malaysia to lowering medicine abusers in Malaysia.
