Abstract
During the period of Barbaros Hayrettin Pasha, the Mediterranean Sea became a Turkish sea. But Ottoman navy weakened because of not being able to follow the technical developments in Europe. Greece, a small country that separated from the Ottoman Empire, thanks to battleship named Averof, purchased from Italy, became more powerfull than Ottoman navy in 1909. The head of “İttihat ve Terakki”, purchased two battleships from Germany, but these ships were old and weak compared to Averof. Purchase of Averof by the Greeks, led to some results. First Ottoman State started to collect money from public to strengthen the Ottoman navy, second it effected "national economy" policy and the creation of "national bourgeoisie"
