THE DIRECTIONS AND DYNAMICS OF DEVELOPMENT OF MEDICAL CARE TO THE POPULATION IN THE CONDITIONS OF HEALTH CARE UPGRADE (ON THE EXAMPLE OF THE BELGOROD REGION)

Abstract

Importance The ongoing health reform is aimed at ensuring the quality and accessibility of health care, which should enhance the active life expectancy of the population and is the key to sustainable socio-economic development of society. In this regard, the article is devoted to determination of directions, forms and methods of innovation development and modernization of the region's health care system based on the priority of the organization and the use of primary health care. Objectives The aim of this study is to investigate the status and dynamics of health care development, including its specialized species population of the Belgorod region in recent years, as well as the definition of forecasts of its development in the foreseeable future. Methods In the course of research on the socio-economic problems of providing medical care to the population of the region were used methods of system and statistical analysis, as well as the methods of forecasting and programming of the reproductive systems. Results At the present stage of development of society reorganization and modernization of the health system in the region as a basis for solving problems of preservation of health of the population depends on the activity of interagency cooperation, as well as the effectiveness of the health system, addressing its financing, staffing and the level of professionalism, equipping medical institutions with modern equipment, effective methods and techniques for diagnosis and treatment. In this regard it has been identified priority areas for the development of primary health care as a form of transition to three-level of its provision. Conclusions and Relevance It is concluded that as a result of the modernization of the region's health activities Medical assistance received its development at all levels of its provision, including at the level of primary health care at the level of its provision of specialized species. At the same time, healthcare modernization process of the Belgorod region was carried out systematically enough, it requires further improvement of health management system in the region, especially the non-priority provision of public hospital care.
