The formation of clusters at the old-industrial region of Russia

The main purpose of the article is to reveal the modern trends of integration of education, science and business in the industrialized region.Methods, approaches of research - the analysis of the external and internal environment of the organization, system approach (any object is treated as a set of interrelated elements, changing one element changes the other elements and the system as a whole), reproductive approach (focus on constant renewal of production services to meet the needs of specific market with lower costs per unit produced effect). The importance of the work consists in the fact, the authors suggest new ways of interaction between Universities, scientific organizations and business structures. Conclusions of the article: the attention on the necessity of forming a model of cluster development of nanotechnologies in the Republic of Udmurtia, as well as the development and adoption of a systemic Federal law on the integration of science, education and production.
