Abstract
Since the time of the state church reform, the "Old Believer question" immediately became acute before the government. His decision lasted more than two centuries. The current attitude towards the Old Believers, as criminals, intruders, who were thinking to undermine the power of the state, was so strong and allowed such deep roots that the granting of the Old Believers certain rights occurred only in 1905. With the publication of the law "On Tolerance" of April 17. October 17 of the same year was followed by the Highest Manifesto, which establishes in Russia "the unshakable foundations of civil freedom on the basis of the inviolability of the individual, freedom of conscience, speech, assembly and alliances."
