Abstract
Employment issues are one of the most difficult social and economic problems of modern Russia. The transition to a market economy in the country accompanied by a profound economic crisis affecting almost all sectors, mass bankruptcy and closure of enterprises, often is the city main - the formation of the labor market occurred in the conditions of a significant level of involuntary unemployment of the economically active population. Characterized by an absolute decrease of the economically active popu- lation, as a consequence, reduced employment in the economy , changes in the structure of employment in favor of industries with market-oriented, reducing the number of employees in the social sectors and traditional activities- manufacturing and extractive industries.
