THE PROBLEMS OF ASSESSING THE EFFECTIVENESS OF PUBLIC SUPPORT OF INTELLECTUAL PROPERTY (ACTIVITIES) CHILDREN

In connection with the transformation of the Russian society of conditions for the development of giftedness in children has changed, and in different directions, both positive and negative. The negative changes include: significant social stratification of society, resulting in the limitation of opportunities for gifted children from poor and disadvantaged social categories. Positive changes include: the emergence of new and diverse actors and institutions working with young talents. Possibilities of development of the various theories and concepts of foreign authors. However, all these changes are local in nature and occur very slowly.
