Abstract
This article shows that, in order to ensure and control the implementation of the rights, freedoms and duties of man and citizen, the President of Ukraine acts as an arbiter in relations between all the branches of government by using consultative, advisory and other subsidiary bodies and services established for these purposes. Considerable attention is paid to the peculiarities of parliamentary control, which acts both as a form of state control and as a form of control exercised by the people of Ukraine through their representative body - the Ukrainian Parliament. It is noted that the Cabinet of Ministers of Ukraine exercises its supervisory powers to ensure the rights, freedoms and duties of man and citizen by managing and directing executive and administrative activities in various areas of social and political life of the country.
