Abstract
The article investigates the reasons for low level of inventive activity as an important component of innovative capacity of the Russian northern regions. In particular, the migration dynamics, population density, sectoral composition of the economy, spiritual and moral condition of the people, quality of education, development of science and fixed investment are analyzed. The measures for improvement of the situation with innovations in those regions are suggested.
