FUNCTIONS OF MANAGEMENT OF PROFESSIONAL DEVELOPMENT OF TEACHERS

Abstract
The article investigates the functions of teachers' professional development management. The analysis of scientific and educational literature that highlights some aspects of the problem is made. It is determined that management of professional development of teachers is realized with the help of coherence of all agents of management and self-government: the headmaster, the vice-principal, the head of methodological association, mentor, psychologist, colleagues. The hierarchical structure of all the agents of management, that are also the representatives of appropriate organizational structures of scientific and methodological work of the institution, are presented in a following way: the headmaster of the educational organization – staff meeting of the organization; the vice-principal of scientific and methodological work of the institution – methodological council of the institution; head of the scientific and methodological association of the institution – scientific and methodological association of the institution; psychologist of the institution – social and psychiatric service of the institution; members of the teaching staff – creative groups of the of the institution. The article deals with the administrative support of professional development of teachers, implemented through the support and control. It is determined that the priority is to develop teacher's generalized way of professional activities on the basis of which the professional growth it realized. The implementation of this task is facilitated by modeling teaching of teachers in the form of treatment of educational summaries and extra-curricular classes and self-education. It is emphasized that control functions are implemented through management practices: organizational, providing influencing the teacher through documents of long duration; regulatory, providing short-term impact on teachers through orders and instructions of the headmaster of an educational institution or other management and administration managers who work with teachers; disciplinary providing influence on the teacher in case of failure to perform professional duties or perform them properly. The basic management features of professional development of teachers are determined: professional and educational, diagnostic, prognostic, evaluative, analytical, organizational, coordination, regulation, corrective, controlling, goal-setting, motivation, stimulating, methodological, design. It is emphasized that the development of professional identity is under constant transformation, which involves internal activity that allows you to go beyond established standards of personal and social necessity, exercise their understanding of the content, the purpose of their own activities.
