MANAGEMENT OF EDUCATION IN POLICY OF FORMATION OF EUROPEAN EDUCATIONAL STRATEGY

Abstract

The article deals with problematics of education management in the context of European educational strategy. Every year in European countries there increases the number of education process managerial units, there have been designed and effectively implemented various mechanisms for public participation in the education sector management, indicating the presence of direct relationship that occurs between the democratization of society and the increased public participation in the education management. This proves the inverse correlation between the implementation of public administration in the educational institutions and the willingness of citizens to democratic governance in the future. The article is aimed at studying the educational policies of European countries in the field of education management. There has been grounded the formation strategy of European educational policy as a special cycle, that lies in establishing the problem concept, a preliminary analysis of the problem, setting goals, analyzing the relevance, purpose adequacy, refining the methods, analysis adequacy, and practical implementation. There has been held the analysis of education system reorientation to the needs of a market economy and open society, the fight against poverty by increasing education equity, funding stability, education quality, resources efficient use, review of the management system and its accountability, these are the trends in European education policy. The attention has been focused on the specifics of the European socio-political conditions and their impact on the education system management; education management variations by levels in Europe: a combination of central and local governing; combination of central, regional and local governing, the combination of the federal governing, regional government and administration, a combination of central and regional government; on a variety of education management systems: centralized, decentralized and those on the way towards decentralization. It has been emphasized that the educational policies of European countries encourage education intercultural cooperation, expanding European citizens' access to quality education that meets the challenges of the post-industrial society, and the main mechanism of its formation is the mechanism of coordination. Prospects for further research are foreseen in the analysis of education management training in Europe, in studying the experience of Central European countries in shaping education management policy.
