Foresight Project as the Base for Strategic Inter-Regional Planning

Abstract
Strategic planning of inter-regional development in the territories of federal districts is one of the most difficult management problems due to inter-regional competition, intersection of economic in‑ terests, varying state of affairs in local economies, availability of resources, etc. The authors look at the specifics of regional strategic planning and suggest using the methodology of foresight to design de‑ velopment strategies for federal districts. For the purposes of project development, the authors reveal key characteristics of foresight and show the peculiarities of applying foresight methods and tools. The principal result of the research is the proposed foresight project, which allows designing the strategy of inter-regional development for the Ural Federal District. The article presents the project charter, work breakdown structure, organizational-functional scheme of the project implementation, and project budget. The implementation of the foresight project will allow creating a strategic plan for development of the subjects of the Russian Federation, taking into account the interests of all the territories, selecting priority directions for development, ensuring high level of national security.
