Abstract
Every investor seeks to identify the expected financial results of investments and economic, social, environmental impact of investment project. Every investor seeks to know economic efficiency of investment project before investment starts. For these reasons, each investment project should be evaluated in order to choose the most efficient investment option. Public investment projects generate social benefits. Public investment projects are directed on public needs satisfaction. And the main question is how to evaluate non material thinks like saved human lives, health, improved living conditions and other? The common methods for financial and economic benefits evaluation methods are unused before ethical problems of social benefits evaluation are not solved.
