Abstract
This article presents the theoretical basis of a systemic approach to the analysis of problems of formation and development of departmental educational institutions of the Soviet period in Ukraine as a historical and pedagogical phenomenon. Methodological foundations of historical and pedagogical research have been disclosed, as well as the foundations of the systemic of methodological approach, which gave the opportunity to present the systemic nature of the activities of departmental educational institutions of the Soviet period, on the one hand, and in the structure of the general educational system of Ukraine of the Soviet period, on the other hand. The research has been conducted on the basis of the general logic of the scientific search. As a result of research, conclusions on the different level of systemic features in the researched phenomenon have been formulated, depending on the phase of the abovementioned educational institutions in the Soviet system of education as a general systemic phenomenon.
