The implementation of the Federal state educational standards codifies the obligation of higher education institution to promote the development of student as professional specialist and personality. The necessity to form sociocultural environment, creating conditions for the development of graduates' professional competencies is noted. Sociocultural educational environment at the higher educational institution is multidimensional medium for all the participants of educational process, reflecting the whole complex of living environment of higher educational institution.
