Abstract
The article reveals the essence of humanitarian intervention in perspective of being one of the foreign policy instruments in international relations, the emergence and development of this institute in international law, its main concepts, and also problems of this institute within the framework of international cooperation. During the process of studying and analyzing humanitarian intervention, detailed review of the question of internal contradiction has been made, namely: supporting for peace and stability or gross violation of state sovereignty. According to this, a number of doctrines have been reviewed and all of them interpret this question differently: as positive side of international cooperation, thanks to which protection of human rights and freedoms is carried out or as negative thing in perspective of abusing this institute in order to satisfy political necessities of some subjects, which only makes the state of observance of human rights worse. Because of these controversies, a number of concepts which are trying to prevent this problem have been analyzed.
