تمويل انطلاق المشاريع المصغرة بين صندوق الزكاة و الأجهزة التقليدية دراسة حالة ولاية معسكر

إن الهدف من هذا المقال هو إبراز دور صندوق الزكاة كأحد الاجهزة المكملة في تمويل الاستثمار و بصفة خاصة المشاريع المصغرة، حيث عملت الدولة على استحداث هذا الجهاز بالإضافة الى الاجهزة التقليدية الاخرى سواءا قبله أو بعده مثل الوكالة الوطنية لدعم تشغيل الشباب ،و الوكالة الوطنية لتسيير القرض المصغر و التي تمثل من أهم أدوات السياسة العمومية الرامية الى ترقية التشغيل الذاتي لمختلف الفئات الاجتماعية، التي لا تملك دخلا أو ذات الدخول غير المستقرة و غير المنتظمة ،و الذي من شأنه خلق مناصب شغل دائمة ، بالاضافة الى خلق الثروة و المؤسسات و كذلك ضمان ديمومتها عن طريق توجيه و تكوين و دعم أصحاب المشاريع. ان خلق مثل هذه المشروعات من شأنه المساهمة في النمو الاقتصادي عن طريق خلق القيمة المضافة، و التنمية الاجتماعية عن طريق مواجهة الاقصاء و التهميش و تحقيق تكافؤ الفرص.أما بالنسبة للمنهج المستخدم فهو الاستقرائي التحليلي المناسب لتحليل المعطيات و الاحصائيات. Financing the launching of micro-projects between Zakat fund and traditional dispositive Abstract : The purpose of this article is to illustrate the role of the Zakat Fund as complementary services in the finance of investment, in particular, micro-projects. Where the state has worked on the development of this device in addition to other traditional devices, whether before or after such as the National Agency for support of youth employment, and the National Agency for the conduct of micro-loan and that represent the most important efforts to self-employment for the various social groups which does not have an income or unstable and irregular to upgrade public policy,, and that would create permanent employees , in addition to the creation of wealth and institutions, as well as ensure the sustainability and by directing the formation and support entrepreneurs. The creation of such projects would contribute to economic growth by creating value-added and social development through the face of exclusion and marginalization and equalization opportunities. the approach used is appropriate for the analysis of inductive analytical data and statistics.
