Abstract

Subject of research: theoretical concepts, methodological approaches to strategy formation and implementation of state-owned infrastructure of electric power enterprises in a liberalized electricity market of Ukraine. Objective: To analyze the impact of electricity market reforms on the activity of state-owned national electricity company «Ukrenergo». Methods of research: scientific abstraction, generalization and comparison - to highlight the principles of electricity prices; analysis and synthesis - to determine factors that cause inequality of the electricity market in terms of its transformation; correlation analysis - to assess the reliability and accuracy of forecasts for JES; systematic approach to develop integrated multidimensional indexes of pricing efficiency. The results of the research: methodical approaches and recommendations for the formulation and implementation of strategies' state-owned enterprises in a liberalized electricity market of Ukraine were formed; reasonably objective need for the commercialization of public enterprises as the direction of reform through the introduction of full electricity market and as a result - increase tariffs for their services, which not only does not contradict, but also contributes to the social objectives was proved; methodical basis of program activities from the state strategy companies in a competitive electricity market model, namely the mechanism corporatization of enterprises with the formation of a number of interconnected components - institutional, organizational, personnel, financial and economic risk-based factors. Range of application of results: electricity market of Ukraine. Conclusions: reasonably objective need for the commercialization of public enterprises as the direction of reform, caused by the introduction of full electricity market, and therefore irreversible increase tariffs for their services not only contrary, but also contributes to the public purpose. It was proved, that households and the business sector are not getting meaningful effect of artificially limit of tariff growth, while their losses due to unreliable operation of enterprises can be significant, which allows to move away from understanding natural infrastructure monopoly in the electricity sector as a means of social security given the opportunity to organize its activities as a business with a high degree of social responsibility.
