Abstract
The article provides the analysis of the current environmental legislation in order to identify the norms principles or declarative norms which do not allow realizing the environmental rights and freedoms of individuals and legal entities. On specific examples, the author demonstrates the destructive effect of declarative norms in the environmental legislation of the Lugansk People’s Republic; finds out the negative consequences from the legislation’s glut with declarative norms. The paper suggests the measures of improving the environmental legislation.
