Preconditions of Knowledgeable Development of the Regions of Ukraine

The estimation of educational potential as the basic tool of knowledge development of regions of Ukraine is made. The value of knowledge development for all types of postindustrial economy, the main types of which is information economy, knowledge economy, SMART-economy, programmable economy, is grounded. It is established that the intensification of the knowledge-based development of the territory is the main condition for the formation of a knowledge economy in the region. The list of indicators that should be used to monitor the state of knowledge development of the regions is substantiated, which allows to get a full assessment of the existing disproportions in the development and distribution of potential opportunities for obtaining education for the population of the region and the country; presence of students in the total population of a certain territory; quality maintenance of the process of renewal and accumulation of knowledge by teachers who have a scientific degree. A grouping of the regions of Ukraine is made depending on the potential opportunities in education, which is the basis for the development of sound strategies for the formation of knowledge economy in each region of Ukraine. Four groups of regions have been identified, depending on the level of the potential of knowledge development.
