Abstract
The aim of the article is to highlight the main problems in the implementation of the CAP in Bulgaria and in subsidizing agricultural production, based on the current challenges facing farmers and rural development. The EU's CAP's contribution to food security, environmental protection and job creation as well as its role in rural development and building of an integrated agricultural market are considered. The need for change results from the new challenges of price uncertainty, climate change and the growing importance of world trade. The results of the implementation of the CAP in Bulgaria have so far focused on the need to optimize subsidies in connection to changes in the organizational structure of agriculture as well as the ratio between value added subsidies and those, which contribute for damages to the environment.
