CASPIAN SEA IN PAST AND PRESENT: PROBLEMS AND PROSPECTS

Abstract
After dissolution of the Soviet Union of the Caspian Sea there were problems connected with emergence of the new sovereign states and need of development of the international treaty on conditions and the principles of use of the Caspian Sea resources. The settlement of problems has dragged on almost on quarter of the century. In the article the stances of the parties at different stages of negotiation process, a contradiction between them are revealed, attempts to settle outstanding issues by bilateral arrangements are shown, the internal and external factors constraining process of acceptance of the international treaty on the Caspian Sea resources usage by the countries of the coast of the Caspian Sea are shown. The value of Convention and agreements, accepted in August, 2018, prospect of their implementation is proved.
